Give clans the possibility to set up a Subforum on this board.
Leader, officers can moderate usergroups to assign subforum priviledges to people.
Subforums can be used by clans.

Required Coding Workload:
Zero, Proboards offers ample tools for all of that, Admins(on this board) can take care of it.
