This script mod was added to Mordor 3, but could feasibly be coded into BOL.
Each piece of equipment levels individually while equipped. It gains the same amount of exp as the player. Inventory items do not level only currently equipped items.
The levels add either a % of the armor or a set value. (The requirement formula can follow player levels or be separate)
It is similar to enhancing equipment, except acquired through exp. The items exp retains through trades.
Result: Lvl 6 Adamantium Sword

I like the idea but would like to offer a counter suggestion.
basicly break it into 2 seperate updates and base it on kills rather than exp.
Equipment Wear:
In real life things get better with wear, then eventually wear out, adding that to the game may be an interesting addition.
Equipment starts "New" after 35k kills it becomes "Worn" +5 to base effect after a further 100k kills it becomes "Well Worn" +2% to base effect after a further 75k kills it becomes "Worn out" -3% to base effect
You could then have a place in town where you could refit worn out equipment using Reward Points and Scraps returning it to a Worn state.
Proficiency: In real life you wouldnt be able to pick up a sword and use it like a expert straight away. So I think if you use equipment in a new tier or rarity you need to learn how to use it.
You start as Inexpeirenced -2% to base effect after 2500 kills you become Competent 0% to base effect after 6250 kills you become Experienced +3% to base effect after 10000 kills you become Advanced +5% to base effect and finally after 15000 kills you become Expert +7% to base effect
I have no reasoning or justification for the % amounts stated I've just thrown them in as examples.
